Housing and labor rights
At the beginning, Alireza Mahjoub, while congratulating the beginning of the spring of nature and its similarity with the spring of the Qur’an, pointed to the New Year message of the leader of the revolution and said: first of all, I feel it necessary to congratulate the arrival of the new year to all my dear compatriots, especially the hardworking workers and honorable retirees, and in this month full of I wish good and blessing for them to accept obedience and fulfill the best from God Almighty.
The Secretary General of the Worker’s House stated about the Supreme Leader’s New Year message: Workers are definitely considered the main pillar of production according to the order of the Imam (RA). In this way, the working community has always taken the lead and will play its role. God willing… the relevant officials are aware that livelihood of workers and increasing the role of their organizations such as Islamic labor councils and trade unions and labor representatives and converting temporary contracts into permanent contracts that lead to their job security and increasing welfare payments such as the right to housing and workers’ compensation can strengthen and prepare the main infrastructure of production i.e. workers make more
Mahjoub stressed: I want the honorable government to seize this opportunity and appreciate the trust and efforts of the workers more than in the past.
The Secretary General of the Workers’ House said about the announced minimum wage of 1403: It is clear that this wage does not meet all the demands of the working community. It seems that the government is on an inappropriate path and the economic recession in the field of production and services may deepen and the living conditions of the working community become more complicated. If all salary items and issues were increased by the declared inflation rate, we would just return to the conditions at the beginning of the year. Therefore, the concern of the working group of the Supreme Labor Council is that the table of workers is getting smaller!
Consequences of wage suppression
He continued to point the finger of accusation towards the Minister of Labor as simplistic and said: I cannot close my eyes to the truth based on the words of the virtual space and the welcome of some people who do not know what they are looking for in this space. It seems that the respected government, especially economic officials and stakeholders, are not sufficiently aware of the consequences of wage suppression. Obviously, the officials of the Program and Budget Organization and the Ministry of Economic Affairs and Finance should be our audience.
When the gentlemen signed the promise of 20% inflation and its control from the representatives of the workers in the previous year, the condition of fairness and ethics was that immediately after something else happened in practice, they would have taken steps to restore wages. Therefore, a significant part of the mistrust of the workers’ representatives towards the economic men of the government originates from here, and no one should expect that the representatives of millions of workers will be bitten twice from the same hole.
Mahjoub added: According to what I saw in the media, I realized that Mr. Mortazavi clarified the position of the government in the very first meetings of the Supreme Labor Council. Since he says that we give whatever we give to government employees plus 2% to the workers, he actually conveyed the government’s message.
Therefore, the fact that the basic wage is increased from 22% to 35% is definitely the result of the standing of our representatives in the Supreme Labor Council. In addition, as a rule, the Minister of Labor accompanied the workers because of his intellectual affinity. At the same time, the live broadcast of the negotiations on television and other visual and audio means, which happened for the first time, can be mentioned as a positive step in the actualization of minimum wage issues, and we hope that the Honorable Minister of Cooperation, Labor and Social Welfare will follow this appropriate approach. let them say
I would like to draw the opinion of the honorable first vice president and the economic men of the government to this matter that strictness to the honorable ministry of cooperation, labor and social welfare in determining the salary and insisting on its balance with the salaries paid to the employees – which is less than 20% of the salaries paid in The country is drowning the national economy in the mire of a new inflationary stagnation. They should accept that the wage increase happens to be anti-inflationary and prevent recession in the long run according to the studies of the International Labor Organization.
The Secretary General of Iran’s Labor House further said: This 13% increase from 22 to 35% is of great value. However, it does not provide the opinion of the workers and does not fill the gaps. But I salute the efforts and zeal of all those who did good for the workers. Of course, it is very clear to me that this questionable salary will also cause countless secret attacks on the Ministry of Labor and the Minister of Labor by government officials who, with false economic theories, increase the livelihood problems of the people of the country.
The representatives of the workers put their hands down
In response to the question of whether the labor group would have been able to increase the basic wage to 40% or higher by bargaining, if the working group had stayed in the meeting, the member of the Islamic Council of Iran, said: I cannot make a definite opinion in this regard because there is no complete information. I don’t know about the events inside the meeting. But I think that if the employer group would be fair and cooperate a little, the possibility of reaching a 40% increase would not be impossible. Of course, this is only a possibility. Let’s remember that the representatives of the workers left their honors and let one rial more reach the workers’ table.
Mahjoub continued: When we talk about numbers, we must be aware that these are not illusions, but the livelihood and table of the worker, which we must protect with our hearts and souls.
He added: My opinion is that it was fair that after the departure of the representatives of the labor group, the employer and government members made important decisions and proposals to the government regarding the labor allowance and the right to housing as two important pillars of livelihood. Such as: basic support for worker housing according to Article 149 of the Labor Law of the Islamic Republic of Iran, which has the duty to support worker housing cooperatives to build housing for workers without housing; Allocation of real quota from the National Housing Movement Plan and acceptance of advance payments by employers or payment of rent in the majority of the increase of the housing right due to the delay in the implementation of Article 149 and its notes and the approved regulations to the extent that the minimum rent of a housing is known and the commitment to Building institutional houses in workshops that have the necessary land or in land that can be allocated through the Ministry of Housing or perhaps government agencies; Also, the issue of consumer cooperatives and their strengthening, and the revival and strengthening of the goods system for minimum wage earners and the guarantee of payment of the difference by employers (in case of non-supply of goods or non-support of the consumer cooperative) have been among the things that could be considered as a fair response to the services of hardworking workers in the direction of Labor protection should be applied in all workshops or at least in workshops with demanding jobs for minimum wage earners. Of course, I believe that the Supreme Labor Council can still follow these issues to satisfy the workers.
He emphasized: Although any measure to increase the labor allowance, even if it is small, even the 300,000 tomans that has been set now, is better than nothing. But it definitely needs to be fixed. At the same time, the implementation of the suggestions that I presented or similar ones that could have been designed in the field of welfare deputy leave room for this complaint that there is still a lot of work regarding this year’s salary that can be corrected and done and help to solve the problems of the workers, especially an obstacle. To prevent the development of food poverty and homelessness. It was fair that the owners of pain, who were not few in the remaining members of the meeting, showed more attention to the workers by raising such issues and approving them.
The Secretary General of the Workers’ House pointed to the discussions of the Supreme Labor Council decades ago and reminded: History cannot be changed. We also have not forgotten that the employer group in the 80s had committed to fill the gap between the wage increase percentage and total inflation within 5 years and bring the wages to the real living basket, which is explained in the minutes and approvals of the Supreme Labor Council of that time. But unfortunately, they are creating an atmosphere to drive the working group out of the field! Such actions are definitely not acceptable; Because it is an obstacle to the protection, respect and satisfaction of the country’s workforce.
He further criticized the failure to determine the minimum subsistence basket for the family and added that according to Convention 132, Clause 2, Article 41 of the Labor Law of the Islamic Republic of Iran, it is necessary to have a subsistence basket.
I consider the regular actions in recent years in this regard, including appropriate activities in the field of the foundation, a suitable source for confirming the annual minimum wage, and I consider the sensitivity of the groups in checking the metrics on the livelihood basket to be positive, but my criticism is that erasing the face of the problem is a problem. does not solve It is true that wage determination is based on negotiation, but when the frameworks and costs and official inflation rate of the country are clear, not determining the amount of the minimum household subsistence basket is a place of many questions.
Mahjub clarified: The members of society have the right to know what the minimum income is for a life. Bargaining over determining the minimum required calories and wide-ranging discussions about income tithes and increasing the number of specialized authorities with the authority to determine the minimum calories and feed and stretching them are moving away from the path of agreement, and I believe that these actions are not constructive in any way and add complexity. The basket has been determined.
The former member of the Supreme Labor Council stated in another part of his speech: Ali Ayhal; I don’t think that this year’s salary case has been closed. I deeply believe that at least the right to housing and labor rights should be reviewed. The Supreme Labor Council also has this right.
This representative of the previous periods of the parliament added: the floor for the increase in the housing and labor allowance should be the declared inflation of 1402 plus the workers’ compensation for the difference since 1401. In my opinion, this is an important task of the Supreme Labor Council that should pay attention to it.
Do not seek refuge in cancer for fear of headache!
In another part of his speech, Mahjoob addressed the economic men of the government and said: I would like to draw the attention of the honorable first vice president and the economic men of the government to this matter that the honorable Ministry of Cooperation, Labor and Social Welfare should be strict in determining wages and insisting on Its balance with the salaries paid to employees – which is less than 20% of the salaries paid in the country – plunges the national economy into the mire of a new inflationary stagnation. They should accept that the wage increase happens to be anti-inflationary and prevent recession in the long run according to the studies of the International Labor Organization.
He continued: Here, I would like to draw the attention of all the audience to the statements of the late eminent professor of Iranian economics, the late Mir Mustafa Ali Nasab, who said, “Advise the governments not to seek refuge in stagnation from the danger of inflation (which has no foreign precedent here) that if inflation is It is a huge yes compared to recession, headache is compared to cancer. Don’t take refuge in cancer for fear of headache!”
In the end, the Secretary General of the Worker’s House invited all groups to calm down and adhere to the principle of tripartism and listed the minimum wage and setting it as one of the important examples of tripartism and added: Considering that the government of Iran is joining the Convention 144 of the International Labor Organization has been approved, which guarantees compliance with the principle of tripartism with the participation of stakeholders in decision-making, and of course, many articles contained in the laws related to labor and social security of our country are also written based on tripartism; Adherence to tripartism and its development, which has even been approved in the business law in the Islamic Parliament, should be considered as a stable charter, but also with adherence to its development and expansion, and of course, the attention of all parties to the negotiation table through collective dialogues and He took the problems head on.
In the end, Mahjoub clarified: By removing tripartism from wage negotiations, problems will not only be solved, but new difficulties will be created. We all consider the leadership’s statements as a charter and an example of many of our decisions.
